SUMMARY: The position will support Quality Engineering working under the direction of the Quality Systems Manager and IQS Application Administrator. Responsibilities include but are not limited to: data entry, review of QAC prints, database maintenance, some transcription of Quality Acceptance Criteria to Excel format and review of uploaded QACs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned
• Work closely with Quality Engineers and Quality Control to ensure all product characteristics are captured correctly within the InfinityQS software
• Occasional review of product drawings to ensure drawing locations and stated characteristics match prints
• Transcription and maintenance of Quality Acceptance Criteria to IQS Criteria worksheets for entry into InfinityQS
• Populate InfinityQS database with new IQS Criteria. To include revisions to entered criteria as needed, as well as verification of data entered.
• Create weekly progress reports to track criteria entered into InfinityQS database and log any issues found while entering data.
• Log entered product numbers in the IQS Master Part list for Quality Control reference.
• Work with various software applications to ensure up-to-date entry of criteria

EDUCATION and EXPERIENCE REQUIREMENTS: Associate’s degree in Computer Science or Engineering. Two (2) years experience in a related field in lieu of education. Experience with Microsoft Excel, Outlook, Adobe Acrobat, and data entry software is strongly preferred.

OTHER SKILLS and ABILITIES: Strong communication and organization skills with the ability to prioritize and meet deadlines for multiple projects. Ability to work in a minimally supervised environment.

The Business Need

 MN.IT @ Education is looking for a single vendor to supply an experienced team of an architect and developer to work in parallel with MN.IT @ Education staff to enhance and maintain an interagency data warehouse. The interagency warehouse contains anonymized unit record data for individuals from birth to workforce employment that will support education research. The data is drawn from multiple resources
– Minnesota Department of Education (MDE), the Minnesota Department of Health (MDH), Minnesota Department of Human Services (DHS), Minnesota Office of Higher Education (OHE), and Minnesota Department of Economic Development (DEED). All work will be directed by MN.IT @ Education project managers.

This RFO is to secure the services of approximately 2 resources with skills in the identified service categories to supplement the MN.IT @ Education team. It is anticipated that the engagement will consist of 1 resource from the Architect Category and 1 resource from the Database Administration/Development Category. Selected individuals will be responsible for design, construction, testing, documentation, and support of the warehouse effort. A team member will also help with leveraging our current investment in business intelligence tools by creating and updating any necessary data marts for the public and secured reports.

Deliverables
·         Coordinate and manage data set “logistics” (e.g. issues, access to data, coordination of subject matter experts, etc.).
·         Conduct data profiling, using MN P20W standards practices to iteratively work with the data provider to define, document, and clean the data.
·         Define the data linking rules to be exercised on the personally identifying information available in each data set. Use this definition to evaluate existing data linking rules and integrate the new data set in a way that maintains or improves the quality of data linking results.
·         Develop the program logic to link and load each data set into the operational data store (ODS).
·         Create the database architecture required to support the linking, loading, and storage of the new data in the ODS, consistent with the existing architecture.
·         Create and populate a data warehouse from the ODS.
·         Evaluate and possibly refine the data operations to accommodate the data frequency and business needs.

The Business Need
The County (Ramsey County) needs assistance of a qualified consultant with organizational change management experience for this Project. Organizational Change Management (OCM) has the following meaning to the County: applying a proactive, flexible, and practical approach to manage the people, process, and technology changes occurring within the County while achieving a project’s desired outcomes. OCM includes mitigating risk as the County transitions individuals, teams, and organizations from a current state to a desired future state.

 The OCM Lead (the “Lead”) will play a key role in partnering with the County’s assigned project manager to create an OCM strategy and a change action plan that allows the Project to meet its objectives of meeting timelines and staying on budget. In addition, the Lead should be able to demonstrate an increase in employee adoption and usage. The Lead will focus on the people side of change – including changes and associated impacts that include, but are not limited to: business processes, systems and technology, job roles, organization structures, behaviors, culture, and policies and procedures. The Lead’s primary responsibility will be to utilize the County’s OCM artifacts and deliverables that complement the County’s project management methodology. These will be used to create and implement change management strategies and plans that maximize employee adoption and usage while minimizing resistance. The Lead will work to drive faster adoption, higher ultimate utilization and greater proficiency of the changes that impact employees in the organization to increase return on investment and achieve desired outcomes.

NOTE: This role is *NOT* calling for an ITSM/ITIL Change Manager who approves system changes to production environments, nor a Lean Six Sigma Process Improvement consultant, nor a program/project manager who has done a little bit of OCM while working in the primary role of program/project management.

Deliverables
The Lead will be responsible for developing and executing on the following deliverables:
·         Apply the County’s OCM structured methodology and lead change management activities
·         Conduct stakeholder analysis, readiness assessments, evaluate results, and present findings in a logical and easy-to-understand manner
·         Perform a detailed change impact assessment to identify how the Project will affect internal and external County stakeholders
·         Develop a set of actionable and targeted change management action plans – including communication plans, sponsor roadmap, coaching plan, leadership engagement plan, training plan, and resistance management plan
·         Execute the change management plans and/or support the project teams in the execution of change management plans
·         Be an active and visible coach and mentor to project leadership, department managers, and change sponsors
·         Create and manage measurement systems to track adoption, utilization, and proficiency of individual changes

Position Description: 

The Principal Software Quality Engineer will participate in the execution of new product development and sustaining products and administration of quality assurance programs, policies, processes, procedures and controls in compliance with the evolving and complex US and global requirements of the medical device industry. The individual will act as a subject matter expert and provide guidance to the business in interpreting and executing against Medtronic quality system elements including software work products to ensure compliance. This individual will ensure that all system-level project / program work products (e.g., plans, requirements, specifications, tests, test results, traceability, risk management documents, reports) meet Medtronic’s quality, reliability, and compliance requirements. This individual will ensure Design Quality Assurance-driven initiatives meet objectives in delivering highest quality products, with supporting tools and processes.


Position Responsibilities: 

• Review all project / program work products (e.g. plans, requirements, specifications, tests, test results, traceability, risk management documents, reports).
• Collaborate with project / program teams to ensure work products comply with Medtronic procedures, acceptable qualitative and quantitative criteria, and global standards, regulations, and guidance.
• Plans, develops and implements validation plans for new product development in conjunction with R& D, Process Engineering, Manufacturing, Supplier Quality Assurance, Regulatory Affairs, Marketing and other service groups.
• Assists Supplier Quality Assurance with supplier audits; interfaces with Purchasing and Supplier Quality Assurance with supplier issues.

Basic Qualifications: 

• Bachelor’s Degree in Engineering with 7 years’ related experience in engineering and/or quality assurance in a regulated industry (e.g., FDA-regulated, FAA-regulated, DoD, CMMI ML 3+) or Master’s Degree in Engineering with 5 years’ related experience.
• Working knowledge of embedded systems and application software.
• Working knowledge of various Software Development Life cycle (SDLC) models (e.g. waterfall, spiral / iterative, scrum)
• Working knowledge of risk management (generation of software and system risk analysis), CAPA, and/or Design Controls.
• Experience leading a project.
